BESS under FINAME: what the BNDES catalogue accredits, component by component
A survey of the items accredited in the CFI catalogue of BNDES, the Brazilian development bank, for the eight components of a stationary battery energy storage system, the SAE. 2,278 catalogue records were read. Of these, 15 items from 7 manufacturers are specific to BESS, and none covers EMS software, thermal management or cables. The status of all 15 was rechecked in the catalogue on 28 September 2026.
Overview
The four strategic components are only partly covered
There are battery packs, EMS hardware and PCS accredited for BESS. There is no item for EMS design, firmware or software, the fourth strategic component. Outside the core, thermal management, enclosures and cabling have no storage-specific item.
Interpretation
What the catalogue decides for buyers and for manufacturers
The catalogue says what can be financed. It does not say how long it takes or whom it depends on. What follows is our reading of where these numbers change a purchasing, structuring or market-entry decision in Brazil.
Complete systems are in the catalogue, but only on a case-by-case basis
Four FINAME codes bundle a BESS into a single item, with batteries, PCS and, depending on each record’s scope, EMS, thermal management, panels, transformer and fire suppression: WEG Utility, WEG C&I, Moura BESS and WEG’s solar PV generator with storage. All four are financeable case by case.
Case by case is not a rejection. It means a local-content review for every transaction: the buyer submits a signed technical and commercial proposal to the lending bank, and the manufacturer updates the components, services and labour of the product in the CFI portal, backed by electronic invoice keys no older than one year. If the manufacturer does not respond, the review is rejected when the deadline lapses. In practice, timing and the manufacturer’s cooperation become part of the financing schedule, and belong in the supply contract, not only in the proposal.
A directly financeable route exists component by component: the WEG pack, EMS hardware from four manufacturers, the WEG BIW PCS and Moura’s fire suppression. Buying by component swaps review risk for integration risk.

EMS software has no item of its own in the catalogue
The EMS decides when the battery charges and discharges, and every revenue stream depends on it: peak shaving, arbitrage, backup, grid services. In the catalogue, EMS hardware has four accredited manufacturers, all financeable. EMS design, firmware and software have none.
Searches of the services catalogue for EMS, BESS, storage, energy, firmware and software returned only industrial software unrelated to storage. Today the software is embedded in the EMS hardware or in the complete system. A company developing EMS in Brazil has no code under which to accredit it as a service.

Two manufacturers account for 10 of the 15 items
WEG has 6 specific items and Moura 4. They are the only two with an accredited complete system, and WEG is the only one with a financeable bidirectional PCS. The other five manufacturers have one item each: Reivax and Automa in EMS hardware, Siner in PCS, UCB Power and Sengi Solar in fire suppression.
For buyers, this narrows the options when the condition is to finance the whole system through FINAME. For a manufacturer considering production or assembly in Brazil, the empty rows of the matrix are the positions with no specific accredited competitor: EMS software, battery-container thermal management, BESS-specific enclosures and power cables. Accreditation requires local content, so entry goes through manufacturing or assembly in the country, not through imports.

Commercial description (CFI catalogue, translated by Amatiri)
The fire suppression system is applied to battery energy storage systems (BESS) in compliance with Brazilian standard NBR 17240. It uses the latest generation of FPC compound, made up mainly of potassium salts free of pyrotechnic substances. Once activated, the FPC compound turns into a highly efficient, fast-expanding condensed aerosol that spreads evenly through the protected space using the momentum generated by the transformation. It extinguishes the fire not by depleting oxygen or by cooling, as the traditional fire triangle would suggest, but by interrupting the chemical chain reactions taking place in the flame.

Accredited, with a local-content review for every transaction
Each transaction goes through the BNDES local-content review, the FCC. The steps:
- the buyer submits to the lending bank a signed technical and commercial proposal, with scope, equipment list with model and manufacturer, price and seller contact;
- the manufacturer updates components, services and labour in the CFI portal, backed by electronic invoice keys no older than one year;
- if the manufacturer does not respond, the review is rejected when the deadline lapses.

Complete integrated SAE systems
Four codes that carry a whole BESS in one item: WEG Utility, from 1 MVA; WEG C&I, 30 kVA to 1 MVA; Moura BESS, from 50 kW and 138 kWh; and the WEG solar PV generator with storage, up to 75 kW.
Depending on the record, the scope includes thermal management, panels, transformer, fire suppression and EMS. All four are case by case.

Stationary battery pack
WEG lithium pack, up to 1,500 V and 5.1 MWh, rated at 7,300 cycles at 97% depth of discharge: financeable.
Moura LiFePO4 stationary module, 48 to 51 V, accredited as a pack module under the SAE rules: case by case. Traction batteries were excluded.
02 · STRATEGIC COMPONENT
EMS: hardware
The component with the most options: WEG, Moura, Reivax and Automa, all four financeable and eligible for Finame Baixo Carbono and Fundo Clima.
As a plant control layer there are also 3 general-purpose SCADA and PPC panels, from Automa and Gali.
03 · STRATEGIC COMPONENT
EMS: design, firmware and software
No EMS service or software is accredited as an item of its own. Searches of the services catalogue returned only industrial software for MES, automation and weighing.
Today EMS software and firmware are embedded in the EMS hardware and in the complete systems.

PCS: power inverter or converter
WEG BIW bidirectional converter, up to 10 MVA: financeable. Siner PCS 5 MW inverter station, MV skid: case by case.
There is no other accredited bidirectional PCS. The remaining inverters in the catalogue are solar and unidirectional.

Thermal management (HVAC)
No thermal management system for BESS, battery containers or e-houses. Searches for HVAC, air conditioning, chillers and liquid cooling returned only equipment for poultry farms, food and industrial processes.
In the complete systems, thermal management is within the scope of the code.

No container or cabinet designed for batteries.
There are 9 general-purpose e-houses and metal shelters from 7 manufacturers, all financeable, that can serve as an enclosure.

No SAE-specific item and no power cable accredited.
There are 31 panels, e-houses, MV skids and compact substations from 18 manufacturers, and 42 power and MV transformers from 23 manufacturers, designed for solar generation and substations.

Three BESS-specific systems, all using condensed aerosol: UCB Power and Sengi Solar, case by case, and Moura, agricultural application, financeable.
There are also 23 general-purpose detection, alarm and suppression items from 5 manufacturers.

How this survey was produced
Data source
The source is the CFI catalogue, the computerised supplier accreditation system of BNDES, queried on 23 September 2026 through the public interface at ws.bndes.gov.br/cfi_catalogo. All data on this page is public and can be checked by anyone. What is not public is the processing: the exhaustive search, the reading of each record and the classification by SAE component.
More than 100 terms were searched in the products catalogue and 14 in the services catalogue, covering all eight components, among them BESS, SAE, storage, battery, lithium, LFP, stationary, pack, PCS, inverter, converter, bidirectional, EMS, SCADA, PPC, HVAC, chiller, container, e-house, skid, substation, transformer, switchgear, cable, fire, detection and aerosol, in Portuguese. The full records of the 2,278 items returned were read.
Classification criteria
An item is specific when its name or description mentions BESS, SAE or SAEB, battery energy storage, EMS or a bidirectional PCS for storage. Solar PV generator systems whose description expressly excludes storage were discarded, as were traction batteries for trucks, buses, forklifts and tractors, which are not stationary.
Applicable generic items are a technical selection of general-purpose equipment with a plausible use in an SAE. For transformers, the criterion was the power-transformer NCM codes 8504.22, 8504.23 and 8504.34.
Check
The status of the 15 specific items was rechecked on 28 September 2026 directly against the catalogue’s public service, and had not changed since the original query. There is no independent source for this data: BNDES is the only source for its own accreditation.
Limitations worth remembering
- Status and programme eligibility change over time. Before structuring a transaction, confirm every code in the catalogue and with the lending bank.
- The list of applicable generic items is not exhaustive: the catalogue holds more general-purpose items than the searches returned.
- Being in the catalogue is not credit approval. Rate, tenor and maximum share depend on the programme and on the lending bank’s review.
- The specific versus generic split depends on the text the manufacturer registered. Equipment suitable for BESS but described generically shows up as generic.
