Data centres in Brazil: what separates 38 GW announced from 7 GW real

No subject moves Brazilian power-sector conversation in 2026 like the arrival of data centres. The problem is that the same wave is measured by three very different numbers, and each tells a different story. Anyone developing or buying generation assets near those loads needs to know which of the three they are looking at.

Three numbers, three stories

The ministry reported roughly 38 GW of declared grid-access interest from data centres in June 2026. That figure carries no financial-guarantee filter: it is declared intent.

The number formalised at the system operator, with guarantees posted under the new access regime, was 7.0 GW in February 2026, across 38 data-centre requests. That is 5.4 times smaller.

And the operator projects roughly 3,457 average MW of effective data-centre load in 2030. That is a different quantity altogether, average load rather than requested capacity, so it is not comparable to the other two.

What separates announcement from queue

The gap between 38 and 7 is not scepticism about the sector. It is the access regime doing its job. Since December 2025, requesting capacity requires financial guarantees, and when the operator applied the new requirements only about 41% of the processes running at the ministry met them.

The 38 GW measures appetite. The 7 GW measures commitment. A generation project priced against the first number is priced against a press release; priced against the second, it is priced against a queue with money behind it.

Why this lands on the grid, not on the meter

Data centres are large, concentrated and demand high availability, so they connect at transmission level and compete for the same remaining capacity as generation. Under the current allocation rule, consumption has priority over generation when there is no specific directive from the ministry.

That means a data centre announced near a plant is not only a potential offtaker. It is also, first, a competitor for the busbar.

What to check before pricing a busbar

  • Which number the seller used. If the memo cites 38 GW, the demand case is built on declared intent.
  • Whether the load has posted guarantees. Formalised at the operator is a different asset from announced in the press.
  • Remaining capacity at the specific busbar, net of the consumption already admitted ahead of you.
  • Timing. Effective load in 2030 and requested capacity today are not the same quantity and should not sit in the same line of a model.
